В Москве орудует маньяк по кличке Органист, на счету которого уже 15 убийств. Его жертвы - дети. Город в шоке, милиция ничего не может сделать. Власти создают Федеральную экспертную службу - ФЭС - в первую очередь для поимки Органиста, но также и для последующей работы со сложными и особо тяжкими преступлениями.
