While camping, Scooby and his friends stumble upon the Joker and Penguin harassing a scientist named Professor Flakey in an attempt to procure a flying suit he invented. When Professor Flakey refuses to help them out, he gets kidnapped and it falls upon Scooby and his friends, with the help of Batman and Robin to save the scientist.
